Rocklin has no local cottage food ordinance. Home-based food businesses are governed by the California Homemade Food Act (AB 1616, codified at California Health & Safety Code §§113758, 114365, 114365.5 et seq.) and registered or permitted through the Placer County Environmental Health Division. Class A operations (direct sales only) are capped at $75,000 in gross annual sales; Class B operations (direct plus indirect retail) are capped at $150,000. Operators must use the home's kitchen, may employ one non-household full-time-equivalent employee, and must complete an approved food processor course.
Class A cottage food operations register with Placer County Environmental Health (no inspection required at registration but the County may inspect on complaint). Class B operations require an annual inspection. Allowed foods are limited to the non-potentially-hazardous list maintained by the California Department of Public Health — including baked goods without cream or meat fillings, jams, jellies, dried fruits and herbs, granola, candy, roasted coffee, vinegars, mustards, and similar shelf-stable items. Products must be labeled with the producer's name, registration or permit number, ingredients, allergens, net weight, and the statement 'Made in a Home Kitchen.' On top of the state cottage food registration, a Rocklin Home Business Permit and City Business License are still required under RMC Chapter 17.68 because the business is located in a residence.
Operating a cottage food business without the required state registration or Class B permit is a violation of Health & Safety Code §114365 and is enforced by the Placer County Environmental Health Division through cease-and-desist orders and product embargo. Operating without a Rocklin Home Business Permit / Business License separately violates RMC Chapter 17.68 and Title 5.
