The one-non-resident-on-site rule applies cumulatively: it includes both a single non-resident employee and any customer/client present. Massage therapists and physical therapists who operate as home businesses are explicitly limited to one operator and one client on site, by appointment only. Deliveries and pickups must not generate traffic, parking, or noise greater than would normally occur in the residential neighborhood. The Community Development Director may impose additional traffic-mitigation conditions in any individual permit if a particular use is likely to draw heavier-than-residential trips.
Allowing customers outside 7 a.m. to 10 p.m., having more than one non-resident on the premises, or generating traffic and parking demand that disturbs neighbors are grounds for citation by Rocklin Code Enforcement under §17.68 and ultimately for revocation of the Home Business Permit. Persistent neighborhood complaints typically trigger a revocation hearing before the Community Development Director.
