Deliveries are restricted to those normal to a residence (UPS, FedEx, USPS). Customer traffic must not create parking or noise impacts. Texas Local Government Code 250.008 prohibits cities from banning licensed cottage food operations, and Texas Tax Code 151.0565 covers occasional sales. Home-based businesses must still obtain any state professional licenses (cosmetology, contractor, CPA, etc.) and a Texas Sales and Use Tax permit if selling taxable goods.
