Lake Forest does not require a general business license to operate. Home-based businesses complete a Home Occupancy Self-Certification Form acknowledging the city's home occupation standards. The standards cap floor area at 20 percent, allow only resident workers, and limit customers to two at a time.
Lake Forest uses a streamlined, self-certification approach for home businesses. The city's Economic Development materials state that Lake Forest does not require a business license for businesses to operate, though some uses need special permits or zoning verification. For a home-based business, the city offers a 'Home Occupancy Self-Certification Form' on which the applicant acknowledges and agrees to comply with the city's Home Occupation Standards; returning the completed form yields a business certification. Those standards, in Zoning Code Section 9.146.060, set the operating conditions: no more than 20 percent of the dwelling's floor area may be used; only residents of the dwelling unit may be engaged in the home occupation (no outside employees working on-site); no more than two customers or clients may be at the dwelling at a time; there must be no exterior evidence of the business; it must be conducted within the enclosed living area; there may be no sale of goods not produced on the premises; and the use may not generate abnormal traffic or cause electrical/mechanical interference outside the home. The city also encourages a separate voluntary business registration for emergency-contact and mailing purposes. Residents in a Planned Community should verify any additional community-specific requirements.
Operating outside the certified standards (extra employees, too many clients, exterior signage, or exceeding the floor-area cap) can void the home-occupation status and lead to code-enforcement action.
