Statewide, California's State Fireworks Law (Health & Safety Code section 12500 et seq.) makes 'dangerous' fireworks — firecrackers, sky rockets, bottle rockets, Roman candles — illegal everywhere in California; 'safe and sane' fireworks are legal only where a local jurisdiction has affirmatively authorized them, which Lake Forest has not. The ban is especially significant because the city's eastern foothills (Portola Hills, Foothill Ranch and adjacent areas near the Cleveland National Forest) sit in Very High Fire Hazard Severity Zones, where a stray spark can start a wildfire.
