Lake Forest follows the 2022 California Building Code (LFMC Chapter 8.02), which exempts fences not over 7 feet from a building permit. But fences exceeding the zoning height limits in Section 9.144.080.5 need a site development permit, and altering a community perimeter wall always requires a city permit.
Lake Forest has two separate permit tracks for fences. First, the building-safety track: the City adopted the 2022 California Building Code through Municipal Code Title 8, Chapter 8.02 (Section 8.02.001). Under California Building Code Section 105.2, fences not over seven (7) feet high are generally exempt from a building permit, and retaining walls not over four (4) feet measured from the bottom of the footing are exempt unless they support a surcharge. Second, the zoning track: even when a building permit is not required, any fence that exceeds the height limits in Section 9.144.080.5 (3 1/2 feet in the front setback, 6 feet in side and rear setbacks) requires a site development permit reviewed under Section 9.184.010 by Community Development. A distinct Lake Forest requirement applies to community perimeter walls: the code requires a perimeter wall alteration permit from the city before anyone removes, changes, repairs, or otherwise alters a perimeter wall, other than returning it to its approved condition. Because most Lake Forest neighborhoods are master-planned, homeowners also typically need HOA architectural committee approval before, and in addition to, any city permit. Confirm current requirements with the Planning Division before building.
Installing a fence over 7 feet without a building permit, exceeding the zoning height limit without a site development permit, or altering a perimeter wall without a perimeter wall alteration permit can result in stop-work orders, code enforcement action, and required removal or correction.
