The City of Lake Forest regulates fence and wall heights under Municipal Code Chapter 9.144 (General Regulations), Section 9.144.080.5. The maximum height is three and one-half (3 1/2) feet within any required front setback area and six (6) feet within any rear or side setback area, including side or rear areas adjoining a public street up to a depth of twenty (20) feet. Within the corner sight-visibility triangle (the area formed by points fifteen (15) feet from the intersection of two ultimate street right-of-way lines), the maximum height drops to three and one-half (3 1/2) feet to preserve driver visibility. Fences or walls built for city-required sound attenuation along freeways or major arterials may be six (6) feet high. The code defines 'fences and walls' broadly to include any fence, wall, retaining wall, sound-attenuation wall, screen, hedge, or thick growth of shrubs or trees. Exceptions and modifications to these height limits may be approved through a site development permit application processed under Section 9.184.010. Because roughly 85% of Lake Forest is built within ten master-planned Planned Communities, many homes are also subject to a Planned Community district standard and to HOA architectural rules that can be stricter than the citywide limits.
Building or extending a fence above the 3 1/2-foot front-yard or 6-foot side/rear limit, or blocking the corner sight-visibility triangle, without an approved site development permit can trigger a code enforcement notice from Community Development, an order to lower or remove the fence, and possible administrative penalties.
