Any open burning, bonfire, recreational fire or portable outdoor fireplace 'shall be constantly attended until the fire is extinguished,' and at least one portable fire extinguisher with a minimum 4-A rating (or other approved on-site equipment) must be available (Section 307.5). For homes in the eastern Very High Fire Hazard Severity Zone foothills, gas-fueled features are the safer choice during dry, windy conditions, and OCFA can restrict open-flame use during red-flag events.
Fire pit and recreational-fire violations are enforced by OCFA under the California Fire Code as adopted in Lake Forest Municipal Code Chapter 8.24; the Fire Chief / fire code official may order any hazardous fire extinguished. Violations of the City's fire code are subject to penalties assessed under the OCFA Prevention Field Services adopted fee schedule, and unsafe or non-compliant fires can be abated as a nuisance. Anyone whose fire escapes is liable for suppression costs and damage under California Health & Safety Code 13009.
