Lake Forest bans overnight camping in an RV on any City street and prohibits RV parking in the Business and Industrial Zone except for emergencies. A non-commercial recreational vehicle may park in a residential area for a maximum of 72 hours. Motor homes stored on private property must sit on a paved surface, out of the front setback and clear of the right-of-way.
Recreational vehicle parking in the City of Lake Forest is governed by the city's Stopping, Standing and Parking regulations in Title 12, Chapter 12.16 of the Municipal Code, not Orange County rules. Under those provisions it is unlawful for any person to camp overnight in a recreational vehicle upon any City street, including any part of the right-of-way. It is also unlawful to cause the stopping, standing, or parking of any recreational vehicle in any part of the Business and Industrial Zone, except during an emergency such as repairing a flat tire. In residential areas the city allows a recreational vehicle (as defined in the Code, and excluding RVs used for commercial purposes) to be parked for a maximum of 72 hours. For on-property storage, the city's FAQ explains that motor homes are permitted to be parked on private property, on paved surfaces, provided they are clear of any public right-of-way including the sidewalk and are stored out of the front setback area; the Planning Division administers those land-use standards. Lake Forest layers these RV rules on top of the California Vehicle Code, which lets cities regulate the parking of oversized and recreational vehicles by local ordinance. Parking enforcement in Lake Forest is carried out by Orange County Sheriff's Department personnel (Lake Forest Police Services) under the city's contract for policing, along with city parking-control staff.
Camping overnight in an RV on a City street, parking a recreational vehicle in the Business and Industrial Zone outside of an emergency, or leaving an RV in a residential area beyond the 72-hour limit are violations of Chapter 12.16 and subject to parking citations issued by Orange County Sheriff (Lake Forest Police Services) and city parking-control staff. Storing a motor home on private property within the front setback, on an unpaved surface, or so that it encroaches on the sidewalk or public right-of-way can be cited under the city's zoning and property-maintenance standards enforced by the Planning Division. Citation appeals are processed through Data Ticket, Inc.
