Lake Forest prohibits unattended overnight parking of large commercial vehicles citywide, including 18-wheelers such as tractor-trailers, truck-and-trailer combinations, tractor-trailer buses, tanker vehicles, livestock carriers, and flatbeds. Commercial and oversized vehicles are also limited on residential streets by the city's oversized-vehicle rules, and mobile vendors need a Commercial Vending Vehicle (CVV) permit from the Public Works Department.
Commercial vehicle parking in Lake Forest is regulated under Title 12, Chapter 12.16 of the Municipal Code and the city's oversized-vehicle provisions. The city's Public Works parking page states that unattended overnight parking of large commercial vehicles is prohibited citywide, specifically naming 18-wheelers such as tractor-trailers, truck-and-trailer combinations, tractor-trailer buses, tanker vehicles, livestock carriers, and flatbeds. Separately, the oversized-vehicle rule in Section 12.16.070 restricts vehicles on public streets that exceed 22 feet in length, 90 inches in width (measured at the widest portion of the body), more than two axles, a commercial vehicle greater than seven feet in height, or a weight in excess of 10,000 pounds; many delivery trucks and work vehicles fall within these limits. Parking for an oversized or commercial vehicle is limited to active loading or unloading of persons or property, in connection with a service, or to perform emergency repairs, for a maximum of 72 consecutive hours. Mobile food trucks and other vending vehicles are exempt from these prohibitions when actively engaged in commercial vending, but the city requires a Commercial Vending Vehicle (CVV) permit application through the Public Works Department, and vendors must be located so as not to impede safe vehicular, bicycle, or pedestrian movement or block lines of sight in the public right-of-way. These local limits build on California Vehicle Code authority (Sections 22507 and 35701) allowing cities to restrict commercial-vehicle parking on designated streets. Enforcement is by the Orange County Sheriff (Lake Forest Police Services) and city staff.
Leaving a large commercial vehicle (such as a tractor-trailer, tanker, or flatbed) parked unattended overnight anywhere in Lake Forest is prohibited citywide and subject to citation. Parking an oversized or commercial vehicle on a public street beyond active loading/unloading, service, or emergency repair, or for more than 72 consecutive hours, violates Section 12.16.070. Operating a mobile vending vehicle without an approved Commercial Vending Vehicle (CVV) permit, or in a manner that impedes traffic or blocks sight lines, is separately enforceable by the Public Works Department. Citations are issued by OC Sheriff (Lake Forest Police Services) and city parking control; appeals go through Data Ticket, Inc.
