Lake Forest uses the statewide California Vehicle Code curb colors: red means no stopping, yellow is a commercial loading zone, white is passenger loading, green is time-limited parking, and blue is disabled parking. Only the City may paint or designate these curbs; the zones are established by City Council resolution under Chapter 12.16, and private curb painting is not authorized.
Lake Forest relies on California's standardized curb-color scheme rather than a unique local color code. Under California Vehicle Code Section 21458, painted curb colors carry fixed statewide meanings: red means no stopping, standing, or parking (except a bus at a marked bus stop); yellow designates a loading zone for the loading or unloading of freight or passengers, for the time the local authority permits; white designates a passenger loading and unloading zone limited to the time needed to load or unload passengers; green designates time-limited parking for the period the local authority sets and marks; and blue designates parking for disabled persons with proper placards or plates. Within Lake Forest, the authority to create these zones flows from Title 12, Chapter 12.16 of the Municipal Code, which provides that parking regulations and the establishment of loading and other special zones are set by ordinance or resolution of the City Council. That means a curb has legal effect when the City has painted or designated it consistent with a Council action and the state color standards; residents and businesses cannot create enforceable parking restrictions by painting their own curbs, and unauthorized curb markings have no legal force. The city's general parking enforcement, carried out by Orange County Sheriff (Lake Forest Police Services) and city staff, protects sidewalk clearance and handicapped accessibility and applies these curb designations alongside posted signs. Drivers should treat the painted color and any accompanying sign as controlling, and direct requests for new or changed curb markings to the city's Public Works Department.
Stopping or parking contrary to a painted curb is enforceable: parking at a red curb (no stopping at any time), parking a non-commercial vehicle or overstaying in a yellow loading zone, overstaying a white passenger zone, exceeding the posted limit at a green curb, or parking at a blue curb without a valid disabled placard or plate are all citable. Painting or marking a public curb without city authorization is not permitted and creates no enforceable restriction. Citations are issued by Orange County Sheriff (Lake Forest Police Services) and city parking-control staff, with appeals handled by Data Ticket, Inc.
