Lubbock permits home occupations in residential zones without a separate permit if the business is incidental, conducted entirely indoors, and generates no external evidence.
Lubbock Zoning Ordinance Section 29.03 defines home occupations as accessory uses subordinate to the residential use of a dwelling. Permitted home occupations must be operated by a resident of the dwelling, use no more than 25 percent of floor area, generate no noise, odor, vibration, smoke, or glare perceptible at the property line, and produce no significant increase in traffic. On-site employees other than household members are prohibited. Outside storage of materials or equipment is not allowed. Signage beyond a small address plate is prohibited in residential districts. Certain uses including auto repair, kennels, and medical clinics are excluded from home occupation status and require commercial zoning. Home-based businesses must still obtain a Texas sales tax permit from the Comptroller if selling taxable goods and may need specialized state occupational licenses.
Code enforcement citations for zoning violations start at 200 dollars with daily accrual. Operating a prohibited use in residential zone may require cease-and-desist and relocation.
