Outside city limits, Texas Occupations Code Chapter 2154 governs: only Class 1.4G consumer fireworks are legal, aerial fireworks requiring sticks or fins for guidance are banned statewide, and legal sale periods are June 24 through midnight July 4 and December 20 through midnight January 1. Lubbock County Commissioners Court may impose a burn ban that restricts certain aerial and missile-type fireworks even during legal periods. Fireworks causing injury or property damage may trigger criminal charges under Texas Penal Code.
