Rancho Cordova requires a home occupation permit and business tax certificate for any business conducted from a residence. Home occupations must be clearly incidental to the residential use, with no on-site employees other than residents, no customer visits that generate traffic beyond normal residential levels, and no exterior evidence of the business.
Rancho Cordova Municipal Code Title 23 Zoning Code regulates home occupations as accessory uses in residential zones. Standard conditions include: the business must occupy no more than 25 percent of the gross floor area of the dwelling, no employees who are not residents of the home, no on-premises retail sales, no hazardous materials or processes, no signs visible from the public right-of-way, and no outside storage of materials or equipment. Deliveries must be limited to standard residential service (UPS, FedEx, USPS) with no commercial vehicles exceeding one ton. The Planning Department processes home occupation permits; applicants also obtain a city business tax certificate through Finance. Certain uses are prohibited as home occupations including auto repair, medical/dental clinics with patient visits, and commercial kitchens (cottage food operations under AB 1616 are separately regulated).
Operating without a home occupation permit or in violation of conditions can result in administrative citations starting at 100 dollars and escalating for repeat offenses. Permits may be revoked.
