Folsom Municipal Code Title 17 (Zoning) regulates home occupations. The home occupation must be conducted entirely within the dwelling (not garage or yard), occupy no more than 25% of the floor area, and cause no change in the outward appearance of the dwelling. Prohibited: on-site customer/client visits, deliveries by vehicles larger than a standard UPS/FedEx truck, outdoor storage, use of hazardous materials, manufacturing, auto repair, and retail sales. Only residents may work in the business; no non-resident employees. A Folsom Business License is required annually through the Finance Department, with tax based on gross receipts. Home Occupation Permit applications are processed by the Community Development Department (50 Natoma Street). Cottage Food Operations (AB 1616) have separate limited exemptions and require Sacramento County Environmental Management registration.
