California Vehicle Code Β§22651(k) authorizes Folsom Police to tow any vehicle that has been parked on a public street or highway for 72 or more consecutive hours. Enforcement is complaint-driven: officers chalk a tire or note position, then return after 72 hours. Moving the vehicle a short distance does not reset the clock if the vehicle is the same. Folsom Municipal Code Title 10 Chapter 10.40 prohibits parking on unpaved portions of the right-of-way, within 15 feet of a fire hydrant, within 3 feet of a driveway, and in a manner that obstructs visibility at intersections.
