Folsom allows home occupations in all residential zones subject to a Home Occupation Permit and business license. The business must be incidental to residential use, conducted primarily by residents, use less than 25% of the dwelling, and generate no external evidence of commercial activity (noise, odor, traffic, signage).
Folsom Municipal Code permits home occupations under a Home Occupation Permit issued by the Community Development Department, paired with a city business license from Finance. Core standards: (1) the business must be secondary/incidental to the home's residential use, (2) conducted by occupants of the dwelling (non-resident employees typically prohibited), (3) use no more than 25% of the gross floor area or 400 sq ft, whichever is less, (4) no commercial vehicles over 1 ton parked at residence, (5) no external storage of materials or equipment, (6) no manufacturing involving hazardous materials, (7) no generation of noise, vibration, odor, smoke, glare, or electrical interference detectable at the property line, (8) no retail sales from home except by appointment, (9) no signage (see signage sub), (10) customer/client visits limited (see customer-traffic sub). Common approved home occupations: professional services (accountant, consultant, writer, remote tech worker), artisan crafts, tutoring, telehealth, online sales without inventory. Prohibited: auto repair, welding, large-scale manufacturing, kennels, adult entertainment, any use requiring a CUP in commercial zones. HOA CC&Rs may further restrict.
Operating without Home Occupation Permit + business license: cease and desist + back taxes. Violating standards (employees, traffic, signage): permit revocation. Persistent violation: administrative citation $100-$500 per day.
