Toledo regulates home occupations under TMC Title Eleven (Zoning Code). Home businesses are permitted accessory uses in residential districts when they meet strict conditions preserving neighborhood character.
Toledo Municipal Code Title Eleven allows home occupations as accessory uses in residential zones subject to standard home occupation criteria: the business must be secondary to the residential use, conducted entirely within the dwelling (no outdoor storage or display), no more than one non-resident employee, no external evidence of the business other than a small permitted sign, no mechanical equipment creating noise or odor detectable off-premises, and limited customer traffic. Prohibited home occupations typically include auto repair, body shops, kennels, restaurants, and manufacturing. A zoning clearance or home occupation permit may be required through the Toledo Division of Building Inspection and Plan Review. Businesses requiring state licensing (cosmetology, massage therapy, accounting) must still comply with zoning. Toledo also issues a general business registration through the City Finance Department.
Operating a non-conforming home business: zoning violation, civil fines. Continued operation after notice of violation can result in daily fines up to 150 dollars under TMC 1705.99.
