Jefferson County (Louisville Metro) regulates home occupations under the LDC. Home businesses must be subordinate to residential use, not alter the home's appearance, and comply with traffic, sign, and employee restrictions. Some suburban cities in Jefferson County have independent zoning authority and may have different rules.
Since the 2003 merger, home occupation rules for unincorporated Jefferson County are governed by Louisville Metro's LDC. Home occupations are accessory uses of a dwelling for gainful employment by a resident of the dwelling. Requirements include: the business must be subordinate to the residential use; no exterior alterations to indicate non-residential use; limited non-household employee visits; no outdoor storage of business equipment; and compliance with sign restrictions. Higher-impact businesses (salons, daycares, tutoring with multiple students) may need a Conditional Use Permit. The 12 independent municipal zoning jurisdictions within Jefferson County (Jeffersontown, St. Matthews, etc.) apply their own LDCs and may have different home occupation rules.
Zoning violations for non-compliant home businesses: Code Enforcement citation. Excessive traffic or commercial activity may trigger a CUP requirement. Civil fines and potential court orders for persistent violations.
