The only county-level restrictions that may apply are fire code compliance (for businesses storing hazardous materials), septic system capacity (for businesses generating additional wastewater), and on-site sewage facility permits through Denton County Development Services. HOA deed restrictions in subdivisions frequently restrict commercial activity and home businesses, and these are enforceable through civil courts. Cities within Denton County (Denton, Flower Mound, Lewisville, etc.) do zone and restrict home occupations within their city limits and sometimes their ETJ.
No county zoning violations are possible because no zoning exists. HOA commercial activity restrictions are enforced through civil courts with penalties set by the deed restrictions, typically fines of $50-$200 per day of violation.
