Backyard composting is allowed in Pearland for ordinary yard trimmings and clean kitchen scraps, and the city encourages diversion of grass and leaves from the trash stream. However, compost piles must be maintained so they do not attract rats, raccoons, or flies, must not include meat, dairy, animal waste, or putrescible food in a way that creates odors, and may not be placed in front yards or in drainage easements. Code Enforcement may declare a noncompliant pile a nuisance under the same rank-vegetation provisions and require its removal or relocation.
