Baldwin Park, CA Landscaping Rules: Grass Height Limits (2026)

Unlike many cities, Baldwin Park's Municipal Code does not publish a maximum lawn or grass height in inches. Instead, Zoning Code Subchapter 153.160 (Water-Efficient Landscaping Standards), Section 153.160.030 governs general landscape maintenance citywide. Section 153.160.030.E requires that all landscaped areas be kept and maintained in a neat and clean condition, free of weeds, debris, litter, dead, diseased or dying vegetation; and that vegetation be mowed, groomed, trimmed, pruned and watered to maintain a healthy, growing condition. Section 153.160.030.B sets a height limit of 3 feet for shrubs, flowers, plants and hedges. The same section bars vegetative overgrowth that is likely to harbor rodents, vermin or insects, or that obstructs sidewalks or other public rights-of-way. Property owners must also maintain landscaping in the parkway (the strip between the curb and sidewalk) abutting their lot. Code Enforcement's Community Enhancement Officers handle complaints; the city states that barren areas, dead vegetation and weeds do not constitute acceptable landscaping. There is no mowing-day schedule; the standard is condition-based rather than a fixed height.
