Baldwin Park, CA Landscaping Rules: Water Restrictions (2026)

Baldwin Park does not run its own retail water utility; water is supplied by special districts and private companies, with Valley County Water District (VCWD) serving much of the city (the district was formed in 1926 as Baldwin Park Water District). VCWD's permanent water conservation standards prohibit wasteful use: no outdoor watering between 9 a.m. and 5 p.m.; no watering within 48 hours after measurable rainfall; water leaks, breaks or malfunctions must be repaired within 7 days of notice; no letting water run off into the street or sidewalk; no hosing down driveways and sidewalks; hoses used to wash vehicles must have shut-off nozzles; decorative fountains must use recirculating systems; no watering of public street medians; and no new single-pass cooling systems. Restaurants serve water only on request, and hotels must let guests opt out of daily linen service. VCWD adopted Resolution 09-16-775 declaring a Stage 1 Water Supply Emergency under Chapter 3.03 of Ordinance 09-19-128. Before issuing fines, district staff meet with customers to discuss efficient practices. The city's Zoning Code separately limits overhead irrigation to 8:00 p.m.-10:00 a.m. for regulated landscape projects (Section 153.160.150.B), applying the stricter of the city or purveyor schedule. Residents on a different purveyor should confirm their provider's rules.
