Baldwin Park, CA Landscaping Rules: Artificial Turf (2026)

Baldwin Park limits grass/turf through Zoning Code Subchapter 153.160 to conserve water. Under the performance path, Section 153.160.030.F.2 caps the maximum area of turf at 50 percent of the total landscaped area, allows higher percentages only where sod is essential (e.g., school playing fields, parks, residential model units), and prohibits turf in areas hard to irrigate such as sidewalk strips, slopes over 15 percent, or narrow pathways. Projects of 2,500 square feet or less may instead use the prescriptive option in Section 153.160.225.A.4, which is stricter: turf may not exceed 20 percent of the landscape area in residential projects and is not allowed at all in non-residential projects; turf is banned on slopes steeper than 1:4 and in parkways under 10 feet wide (any allowed parkway turf must use subsurface irrigation with no overspray or runoff).
