Baldwin Park requires landscaped areas to be kept free of weeds, debris and dead vegetation. Vegetative overgrowth that harbors rodents, vermin or insects, or that obstructs sidewalks and public rights-of-way, is prohibited. Code Enforcement abates violations with citations; the city also has a general nuisance-abatement process.
Baldwin Park does not publish a single weed-height number. Zoning Code Section 153.160.030.E.2 requires all landscaped areas be kept free of weeds, debris, litter, dead, diseased or dying vegetation, and Section 153.160.030.E.5 prohibits vegetative overgrowth in a manner likely to harbor rodents, vermin, insects or other nuisances, or that impedes pedestrian travel on sidewalks, walkways or public rights-of-way. Front-yard landscaping must be trimmed regularly so it does not encroach into the public right-of-way, and owners must weed and maintain the parkway portions of adjoining streets (Section 153.160.030.E.6). The city's Code Enforcement division states plainly that barren areas, dead vegetation and weeds do not constitute acceptable landscaping. Separately, the Municipal Code's general nuisance-abatement chapter (Chapter 95, including Section 95.09, Abatement of Nuisance by City) lets the city abate a declared nuisance by city personnel or contractors if the owner fails to do so after a final order, with abatement costs charged to the owner. Residents can report weeds and overgrown vegetation through the city's online Code Enforcement request system.
Weed and overgrowth violations are enforced by Code Enforcement under the Zoning Code, with administrative citations of $100, $200, then $500 per violation. Uncorrected nuisances may be abated by the city under Chapter 95 with costs billed to the owner.
