Baldwin Park Section 153.130.060(B) prohibits barbed wire, razor wire/tape/ribbon, corrugated metal and plastic as fencing on any residentially zoned lot, and bans chain link in any front yard or street-side yard. The city's handout also lists electrified fences and vinyl as prohibited. Permitted materials include water-treated wood, decorative wrought iron, and decorative block.
Material restrictions are spelled out in the City of Baldwin Park's own zoning code at Section 153.130.060(B). On any residentially zoned lot: barbed wire, including but not limited to razor wire, razor tape or razor ribbon, is prohibited; corrugated metal and plastic are prohibited as fencing materials; and chain link is prohibited within any front yard or street-side yard area (meaning chain link may be used only in interior side and rear yards in residential zones). The city's Fence and Wall handout expands the prohibited list to include electrified fences, plastic or vinyl materials, and corrugated metal or similar untreated materials, with barbed/razor/concertina wire prohibited in residential and commercial properties. Permitted materials per the handout are: wood fencing that is water-treated or water-sealed; decorative wrought iron fencing; and block walls of decorative materials such as slump stone, split-face block, brick, or concrete blocks finished with decorative stucco. These material bans are city-specific and stricter than California state law, which does not generally restrict residential fence materials. Free-standing masonry fences must also meet building-code footing, reinforcement and mortar specifications listed in the city's handout.
Installing prohibited materials such as barbed wire, chain link in a front yard, corrugated metal, or vinyl is a zoning violation; the city may require removal and replacement with a permitted material.
