Hendersonville, TN Landscaping Rules: Grass Height Limits (2026)

Property maintenance is administered separately from Zoning Enforcement in Hendersonville. The Property Maintenance Inspector at 3 Executive Park Drive (phone 615-590-4662; fax 615-590-1015; email pmcomplaint@hvilletn.org) enforces the City's adopted 2021 IPMC, codified through Ord. No. 2025-05. IPMC § 302.4 (Weeds) is the operative standard for grass, weeds, and plant growth: 'All premises and exterior property shall be maintained free from weeds or plant growth in excess of [jurisdictional maximum] inches.' IPMC defines 'weeds' to include 'all grasses, annual plants and vegetation, other than trees or shrubs provided; however, this term shall not include cultivated flowers and gardens.' The City Zoning Enforcement page expressly notes that 'Property maintenance such as high grass, and litter or inoperable vehicles on the property' is addressed through enforcement coordination between Property Maintenance and Planning (Planning Department: 615-264-5316). Property maintenance complaints may be submitted by email, fax, phone or mail to the Property Maintenance Inspector. Tennessee provides general municipal authority for weed/nuisance ordinances under TCA Title 6 and Title 13 model property maintenance regulations published by MTAS.
