Laredo requires grass and weeds on residential and commercial lots to stay under 12 inches. Taller vegetation is a public nuisance subject to abatement under Texas Health and Safety Code 342.
Laredo Code Enforcement enforces a 12-inch maximum grass and weed height on all developed and undeveloped lots within the city under City Code Chapter 19 (Health and Sanitation). Overgrown vegetation attracts rodents, snakes, and mosquitoes, increases fire fuel load in the South Texas brushland, and creates visual blight. When Code Enforcement observes a violation, they post a Notice of Violation giving the owner 10 days to mow. If the owner fails to comply, the city contracts a mowing service to abate the nuisance at owner expense, plus an administrative fee typically ranging 250 to 500 dollars. Unpaid abatement costs become a lien on the property under Texas Health and Safety Code Chapter 342. Vacant lots and absentee-owned properties often see multiple abatements per year. Native plant landscaping, xeriscape, and wildlife habitat gardens can be exempted with documentation from the Code Enforcement office.
First notice: 10 days to mow, no fine. City abatement: mowing cost plus 250 to 500 dollars admin fee. Lien filed if unpaid. Repeat offenders may face Class C misdemeanor up to 500 dollars.
