Laredo allows property owners to trim trees without a permit. Trees over rights-of-way need 8-foot sidewalk and 14-foot street clearance. Oak wilt precautions apply February through June.
Laredo does not require a permit for property owners to trim trees on their own land. However, trees or branches overhanging public sidewalks or streets must be maintained to provide minimum clearance under City Code: 8 feet over sidewalks and 14 feet over streets. The city may order removal of dead, dangerous, or obstructing branches and abate at owner cost if ignored. For live oaks and red oaks, the Texas A&M Forest Service advises against pruning from February 1 through June 30 to avoid oak wilt transmission by sap beetles; fresh pruning cuts should be painted immediately year-round in South Texas. Pruning of mesquite, huisache, and other native brush is generally unrestricted. Commercial tree services operating in Laredo must hold appropriate business registration. Trimming trees on a neighbor property without permission is trespass; owners may trim branches overhanging their property line at the property line, but cannot cross into neighbor land.
Failure to maintain ROW clearance: 10-day notice then city abatement at owner cost. Killing a neighbor tree: civil liability plus potential criminal mischief charges.
