Laredo, TX Landscaping Rules: Tree Trimming (2026)

Sec. 19-29(f) makes it unlawful for the owner or occupant of any property in the city to let tree limbs growing on that property overhang or grow above the area between the property line and the curbline of an abutting street unless the limbs, branches, and foliage are kept trimmed to a minimum clearance of eight feet above the nearest curbline, or to whatever clearance is needed to keep traffic signs and controls visible to oncoming drivers. Sec. 19-29(c) applies the same eight-foot clearance rule specifically to trees standing in the sight-visibility triangle at a street corner, the area formed by a line connecting points twenty feet from the intersection of the curblines; any tree there must be pruned to that clearance or removed from the triangle entirely.

Enforcement runs through the city traffic manager: Sec. 19-29(h) requires the traffic manager to serve written notice on the owner or occupant whenever a violation exists, giving ten days to correct the overgrowth before the city issues a complaint against that person. Sec. 19-29(i) goes further and authorizes the traffic manager to personally remove any tree, plant, or object found between opposite curblines, and to trim overhanging branches, limbs, or foliage down to the required eight-foot clearance, graduated toward the center of the street where necessary, whenever doing so is needed for public safety.

The same section separately bars any plant, sign, object, or vehicle taller than two and a half feet within the twenty-foot sight-visibility triangle, and bars any tree, plant, or object within five feet of a fire hydrant anywhere in the city.
