Section 54-33(b) makes it unlawful for any owner or occupant to allow weeds to grow over 12 inches on their property or any contiguous unpaved portion of the right-of-way open for public travel. Section 54-33(a) also prohibits accumulation of rubbish, brush, or unsightly matter. If the right-of-way contains a ditch, the city manager may order city personnel to mow it. Upon violation, the city provides notice and a compliance deadline. If the owner fails to act, the city may perform abatement and assess costs against the property. League City's subtropical Gulf Coast climate promotes rapid weed growth, particularly during the warm months from April through October.
