Minnesota cities regulate yard maintenance under Minn. Stat. Ch. 462; Ramsey County zones only unincorporated land, of which it has almost none. So the applicable rule is your city's. Saint Paul Legislative Code Chapter 45 (Nuisance Abatement) treats grass or weeds that has reached eight inches or more as a nuisance. Owners receive a notice to cut the yard, boulevard and alley within 72 hours of the postmark; if not done, a city work crew cuts it and the cost is assessed to the property. Roseville, Maplewood and other suburbs have similar eight-inch limits.
Failure to cut within 72 hours: city work crew mows and the abatement cost plus a service charge is assessed to the property taxes.
