This one IS a county rule. Ramsey County regional and county parks and trails are open from 30 minutes before sunrise until 30 minutes after sunset. Being in a county park outside those hours is a park-ordinance violation. (Youth curfews are separate and set by each city.)
Ramsey County Parks & Recreation operates nine county parks, six regional parks and five regional trail corridors, all governed by the county park ordinance (last updated in 2007). Park and trail hours are set to 30 minutes before sunrise and 30 minutes after sunset; the parks are closed to the public outside that window unless a specific permitted activity or posted exception applies. This is distinct from a youth curfew β juvenile curfews are enacted separately by each city (St. Paul, Roseville, Maplewood, etc.), not by the county. The county began reviewing and updating its park ordinance in December 2020.
Entering or remaining in a Ramsey County park or on a county trail outside posted hours violates the park ordinance and can result in a citation or ejection by park staff or law enforcement.
