The Irvine Ranch Water District offers rebates for converting turf to drought-tolerant landscapes. Existing residential properties are encouraged but not required to use native plants. HOAs cannot prohibit drought-tolerant landscaping under California Civil Code Section 4735.
Non-compliance with MWELO for new development may delay project approval. No penalties for existing properties choosing not to use native plants.
