The City of Orange promotes native and drought-tolerant plant landscaping as part of its water conservation strategy. Under the city's Landscape Standards and Specifications (Section IX), new landscape installations exceeding 500 square feet must comply with state and local water conservation requirements including the Model Water Efficient Landscape Ordinance (MWELO). Native California plants are encouraged as they require less water and maintenance. The city's approved plant list includes species adapted to the Southern California climate. Fire-resistant native plantings are recommended in areas near the Santiago Hills wildland-urban interface. The Community Services Department provides guidance on appropriate native plant selections for residential landscaping.
