Tree removal permit rules in Orange, CA β sometimes called heritage tree, protected tree, or street tree ordinances β list which trees require a permit before you can cut them down.
The City of Orange regulates tree removal through OMC Chapter 12.32 (Tree Preservation) and Chapter 12.28 (Street Trees). Removing trees from undeveloped or public interest property requires a permit. Historical trees receive special protection.
Under OMC Chapter 12.32, it is unlawful to destroy or remove any tree from undeveloped or public interest property without a permit from the Community Services Department. Historical trees β those notable for origin, size, uniqueness, or rarity β are maintained on a master list compiled by the Community Services Department and approved by City Council resolution. These trees receive additional protection. Removal of street trees in public rights-of-way requires a permit from the Director of Public Works under OMC Chapter 12.28. The Director may require planting replacement trees as a permit condition. For trees on developed private residential property, the city may still require review if the tree is on the historical list or if removal is part of a development project subject to environmental review.
Removing a protected tree without a permit may result in fines, required replacement plantings, and civil liability for the value of the tree.
