Maryland's noxious-weed law, Agriculture §9-404(b), makes every Harford County landowner eradicate or control designated noxious weeds such as Johnson grass, Canada thistle, and musk thistle, using mowing, cultivation, or approved herbicide.
Beyond the county's 12-inch grass rule, Maryland imposes a statewide duty on noxious weeds. Under Md. Code, Agriculture §9-404(b), each landowner or person managing infested land in Harford County must eradicate or control a noxious weed by methods the Secretary of Agriculture prescribes, including mowing, cultivating, or treating with an approved herbicide. The state list covers Johnson grass, Canada thistle, plumeless thistle, musk thistle, and shattercane. The same subtitle bars importing or spreading these weeds. Enforcement runs through the Maryland Department of Agriculture weed-control program, which can inspect and order abatement, distinct from county overgrowth complaints.
Under Agriculture §9-406, a violator faces penalties up to $500 for a first offense, $1,000 for a second, and $2,000 for a third, and the State's Attorney may seek an injunction to abate the weeds.
