Under the Colorado Noxious Weed Act, every landowner in Adams County must manage designated noxious weeds. The county's 1997 Noxious Weed Enforcement Policy requires all owners in unincorporated Adams County to control listed weeds such as Canada thistle, leafy spurge, field bindweed, and purple loosestrife.
The Colorado Noxious Weed Act (CRS 35-5.5-101 et seq.) declares it the duty of all landowners to manage noxious weeds using integrated methods. List A species must be eradicated statewide; List B species must be eradicated or contained, and allowing them to seed or reproduce is a violation. Adams County adopted a Noxious Weed Management Plan and Enforcement Policy in March 1997 mandating control of county-designated species by all owners in unincorporated areas. If a landowner fails to comply after notice, the county may enter, manage the weeds, and assess the cost against the property.
After notice and hearing, the county may abate the weeds and recover costs as a tax lien on the property; letting List A or B weeds seed is a statutory violation.
