Unlike larger Southern capitals, Jackson has not adopted a standing shared e-scooter or e-bike permit program. Pilots and demonstration deployments would require an operator agreement with the city covering insurance, GPS data sharing, geofenced parking, and JATRAN coordination. Privately owned e-scooters are allowed on streets and bike lanes but must follow the same vehicle and equipment rules as bicycles under MS traffic law. Sidewalk riding in commercial corridors is discouraged and parked scooters that block ADA paths can be removed under property-maintenance and nuisance provisions.
Scooters left blocking sidewalks, ADA ramps, or transit stops can be impounded and operators billed for retrieval and any rider citations.
