Public Works administers the KC dockless mobility program first launched in 2018. Operators including Bird, Lime and Spin have rotated under annual permits with per-scooter fees, geofenced no-ride zones, and sidewalk-riding bans in the downtown CBD and Country Club Plaza. Riders must be 18 or older, ride single, and yield to pedestrians. Chapter 70 prohibits riding scooters on sidewalks where signed and treats scooter operation under DUI rules. Improperly parked scooters are subject to relocation fees, and operators must respond to 311 complaints within set timeframes. Vision Zero KC pushed sidewalk-detection technology and slow zones into newer permit terms.
