Kansas City permits dockless e-scooter share through Public Works operating agreements. Riders must obey Chapter 70 traffic rules, may not ride on most downtown sidewalks, must park upright off pedestrian paths, and the city caps fleet sizes by operator.
Public Works administers the KC dockless mobility program first launched in 2018. Operators including Bird, Lime and Spin have rotated under annual permits with per-scooter fees, geofenced no-ride zones, and sidewalk-riding bans in the downtown CBD and Country Club Plaza. Riders must be 18 or older, ride single, and yield to pedestrians. Chapter 70 prohibits riding scooters on sidewalks where signed and treats scooter operation under DUI rules. Improperly parked scooters are subject to relocation fees, and operators must respond to 311 complaints within set timeframes. Vision Zero KC pushed sidewalk-detection technology and slow zones into newer permit terms.
Sidewalk riding in restricted zones and parking that obstructs pedestrian access can result in operator fines, relocation charges and individual rider citations under Chapter 70 traffic rules.
