Venice does not regulate aircraft noise by ordinance because federal preemption gives the FAA exclusive control over aircraft operations. Venice Municipal Airport (VNC) instead runs a voluntary Noise Abatement Program with published preferred runways, traffic patterns, and quiet-hour requests.
The City publishes a Noise Abatement FAQ at venicegov.com explaining that the FAA controls airspace and Venice cannot impose mandatory curfews on a federally obligated public airport (Sarasota and Venice are both grant-obligated). Pilots are asked to avoid touch-and-go practice between 10 p.m. and 7 a.m., to use higher pattern altitudes over residential areas, and to use Runway 5/23 when winds allow to keep traffic over the Gulf. Complaints can be filed through the airport's online noise hotline.
Because the program is voluntary, there is no municipal fine. Persistent complaints are forwarded to the FAA Flight Standards District Office and to the operator's flight school for review.
