ROH Β§ 41-6.1 (Article 6, Noise Control, Chapter 41) makes it unlawful to play, use, or operate any radio, tape recorder, or other sound-reproducing device on public property or in a vehicle on a public street if audible at 30 feet or exceeding 80 dBA at 30 feet. Sound vehicles (vehicles with amplifiers) require a revocable police permit under Β§ 15-19.43 and may not broadcast between 9 PM and 7 AM. Enforcement is by Honolulu Police Department officers, who may arrest or issue a citation.
