NYC Admin Code 10-108 requires a Sound Device Permit from the NYPD precinct for amplified sound in public places. Staten Island permits issued by the 120th, 121st, 122nd, or 123rd Precincts. NYC Admin Code 24-231 prohibits amplified sound plainly audible from 25 feet away between 10 PM and 7 AM, or from another dwelling unit at any time.
