Unincorporated Solano County has no leaf-blower-specific ordinance β no decibel cap, time-of-day restriction, or gas-blower ban beyond the general noise rule. Leaf blowers are only restricted via Solano County Code Β§21-10: they cannot produce non-agricultural noise above 65 dBA at the property line between 10:00 p.m. and 6:00 a.m. Statewide, AB 1346 phases out new gas-powered SORE sales after Jan. 1, 2024.
Solano County Code does not contain a leaf-blower-specific section in Chapter 21 (Public Offenses) or Chapter 28 (Zoning). The only applicable county restriction is the general nighttime noise rule of Β§21-10, which prohibits non-agricultural noise above 65 dBA at the property line between 10:00 p.m. and 6:00 a.m. Daytime leaf-blower use is therefore unregulated at the county level so long as it does not maliciously disturb the peace under Β§21-10 or California Penal Code Β§415. Statewide, California AB 1346 (signed 2021, Health & Safety Code Β§43018.11) directs CARB to prohibit the sale of new gas-powered Small Off-Road Engines (SORE) β including leaf blowers β manufactured on or after January 1, 2024. Existing gas blowers may still be operated. Cities in Solano County (Vallejo, Fairfield, Vacaville, Benicia, etc.) may have their own dedicated leaf-blower hour limits.
There is no leaf-blower-specific penalty in unincorporated Solano County. Operating a leaf blower at a level above 65 dBA at the property line between 10:00 p.m. and 6:00 a.m. is a misdemeanor disturbance of the peace under Β§21-10. Selling new non-compliant gas-powered SORE blowers in California violates CARB regulations adopted under AB 1346.
