Outdoor concerts, PA systems and loudspeakers must not create a noise disturbance across a residential property line (60 dBA day / 50 dBA night). Public events with a required permit instead follow a property-line limit and cutoff time set by the Health Department.
Under LMC 8.24.090(a)(1)–(2), amplified music and public-address or loudspeaker use are noise disturbances if they cross a residential boundary or enter a noise-sensitive zone above the standards: 60 dBA (7 a.m.–10 p.m.) and 50 dBA (10 p.m.–7 a.m.). The ordinance carves out an exception for activities open to the public that hold a required permit; for those, a property-line noise limit and/or time limit is set that is agreeable to the permit grantor, the health officer and the grantee. Outdoor events therefore need a permit to exceed ordinary residential limits. Applies in Lincoln and the 3-mile zone.
