Lincoln has no separate leaf-blower ordinance. Leaf blowers and similar yard tools are treated as domestic power tools, which are exempt from the construction-hours limit, but their noise still must not cross a residential property line as a disturbance.
The Noise Control Ordinance does not single out leaf blowers, mowers or trimmers. LMC 8.24.090(a)(5)(ii) states the construction-hours restriction 'shall not apply to the use of domestic power tools of a type normally found in the home,' which covers residential leaf blowers. That exemption is only from the 10 p.m.–6 a.m. construction window; the general prohibition on creating a noise disturbance across a residential real property boundary still applies at any hour, judged by the 60/50 dBA residential standards. Beyond Lincoln and its 3-mile zone, no county-specific leaf-blower rule exists.
General noise-disturbance violations are misdemeanors: fine up to $500 or up to six months jail, each day a separate offense.
