Kent adopts the Washington State Fire Code (WAC 51-54A) through KCC Title 13 (Fire Prevention), enforced by the Puget Sound Regional Fire Authority (PSRFA). Single-family propane and charcoal grills follow manufacturer setbacks. On Group R-2 multi-family balconies, IFC Section 308.1.4 prohibits open-flame cooking within 10 feet of combustibles; on R-2 roofs only 1-pound (16.4 oz) LPG cylinders are allowed. Open burning is prohibited citywide, and Puget Sound Clean Air Agency (PSCAA) burn bans add seasonal restrictions on solid fuel.
KCC Title 13 adopts the Washington State Fire Code (WAC 51-54A, based on the 2021 International Fire Code) and assigns enforcement to the Puget Sound Regional Fire Authority (PSRFA), the regional fire district that serves Kent, Covington, SeaTac, and unincorporated south King County from Station 71 and others. IFC Section 308.1.4 (Open-Flame Cooking Devices) prohibits charcoal grills, hibachis, and LPG/propane cooking appliances from operating within 10 feet of combustible construction on balconies, decks, or under overhangs at Group R-2 buildings (apartments and condos). On occupied roofs of R-2 buildings, the maximum allowable LPG cylinder size is 16.4 ounces (1 pound); 20-pound tanks are not allowed in those settings. Single-family residential use is largely unrestricted as long as manufacturer separation distances are observed (typically 24 to 36 inches from any combustible wall or eave). Open burning is prohibited within Kent city limits under KCC Title 13 and the Washington Clean Air Act (RCW 70A.15). The Puget Sound Clean Air Agency, which regulates air quality for King County, can declare Stage 1 burn bans (no fires in non-EPA-certified wood stoves and no outdoor wood burning) and Stage 2 burn bans (all wood burning prohibited). Propane and natural gas grills remain allowed during burn bans because they burn clean. Propane storage at residences is limited under IFC Chapter 61. Kent's industrial warehouse corridor has additional commercial LPG restrictions.
Operating a non-compliant grill on an R-2 balcony or roof is a fire code violation under KCC Title 13, enforceable by PSRFA with civil penalties and possible appliance impoundment. Open burning violations may trigger PSCAA enforcement under WAC 173-425 in addition to city fire-code penalties. Fires caused by improper grilling may be billed under PSRFA cost-recovery rules and can support reckless burning charges under RCW 9A.48.040.
