Hoboken's commercial districts, C-1 through C-4, are subject to a set of general guidelines in § 196-19F that apply to every use in those zones regardless of whether the use is permitted or conditional. Subsection F(6) singles out exterior lighting: fixtures for all uses must be dark-sky compliant, meaning the fixture type itself, not just its placement, has to conform to standards published by the International Dark-Sky Association. The ordinance points applicants directly to www.darksky.org, or to the Zoning Office, for the specific fixture criteria rather than reprinting a technical table in the chapter.

Dark-sky compliance in practice means full-cutoff or shielded fixtures that direct light downward and prevent upward glow, which the same subsection folds into a broader screening requirement covering both light pollution and light spilling onto adjoining properties. Because § 196-19F applies citywide across all four commercial districts, C-1 Hoboken Terminal, C-2 Central Business, C-3 Neighborhood Business and C-4 Hospital, a business installing new exterior fixtures, canopy lighting, or sign illumination in any of those districts must document dark-sky compliant fixture selection as part of its site plan or zoning permit submission.

The Planning Board or Board of Adjustment reviews lighting plans alongside other conditional-use standards in § 196-19G when a use requires that level of review, and the Zoning Officer checks fixture compliance before issuing a certificate of zoning compliance under § 196-61.
