Englewood's abandoned vehicle ordinance prohibits any person from causing, allowing, or permitting an abandoned or junked vehicle to stand in the open on a private lot, yard, or anywhere visible. A vehicle is abandoned if it cannot move under its own power or lacks current New Jersey license plates and inspection certificate. Temporarily disabled vehicles being repaired within a reasonable time are exempt. The Chief of Police gives written notice to the property owner directing removal within 10 days, with the right to a hearing. Non-compliance allows the city to tow the vehicle and place a lien on the property.
Violators face fines up to $1,000 or imprisonment up to 90 days, or both. The city may also tow the vehicle at the owner's expense and recover costs through a property tax lien. Repeat violations are pursued aggressively, as junked vehicles are treated as both a zoning and public health concern.
