St. Michael Code Sec. 91.18(U)(4) makes it a public nuisance to accumulate or store any motor vehicles that are not currently licensed, generally not driven, or being used for parts in the open on residential property. Such vehicles must be kept inside an enclosed building.
Sec. 91.18(U) lists exterior-storage nuisances. Subsection (U)(4) targets junk, parts, and unregistered vehicles stored outdoors β owners may keep one such vehicle only if it is fully inside a garage or shed. The city follows Minnesota's abandoned-vehicle process under Minn. Stat. ch. 168B: a vehicle that has remained on private property without consent for 48 hours, or on the street more than 48 hours, may be tagged as abandoned, photographed, and towed after notice. Towed vehicles are held at a contracted impound lot; owners must pay tow and storage fees before release. Vehicles not reclaimed within 15 days are titled to the city for sale or scrapping.
Storing an unlicensed/inoperable vehicle outdoors is a misdemeanor under Sec. 10.99 (up to $1,000 / 90 days). The city may also abate the nuisance and assess cleanup costs to the property as a special assessment.
