From November 1 through April 1 there is no overnight parking on any St. Michael city street between 2:00 a.m. and 6:00 a.m. During any snowfall of 2 inches or more, the parking ban is enforced 24/7 until plowing is complete.
The winter parking ban is set out in the city's Winter Regulations and enforced under the general street-parking authority in Chapter 71. The ban runs every year from November 1 to April 1 and applies to every vehicle on every city street regardless of snow conditions on a given night. The complementary plowing-event rule, triggered by accumulations of 2 inches or more, suspends parking on all streets day or night until snow-removal crews finish. Garbage cans, recycling bins, and basketball hoops must also stay off the street to allow plow access. Minnesota Statute Β§ 169.34 separately makes it unlawful to push, blow, or deposit snow from a driveway back onto a public street.
Vehicles parked in violation of the winter ban or a snow-event suspension are subject to ticket and tow at the owner's expense. Citations are charged under the general penalty Sec. 10.99 (misdemeanor). Pushing snow onto the street is a misdemeanor under Minn. Stat. Β§ 169.42 carrying potential damages liability.
